The Mental Health Capital and Operating budget, with line item                                                                  
vetoes, represents prudent and fiscally responsible investments in the                                                          
states comprehensive mental health program. The vetoes made were                                                                
the result of a thorough evaluation and consistent application of the                                                           
priorities of my administration to preserve general funds for savings
